The MSDT (Master Scuba Diver Trainer) is one of the higher pro-licences. It defines that the Person is able to take full responsibility of other divers, giving dive courses to beginners as well as already certified divers and that emergency plans can be provided as well as managed.
It also includes to be able to dive and teach under more complicated circumstances (f.e. in deeper locations, inside and around caves as well as wrecks and strong currents).
Every MSDT needs to be able to provide and teach first & second care.
A medical examination for diving fitness has to be completed once a year.
The CMAS (Confédération Mondiale des Activités Subaquatiques) and VDST (Verband Deutscher Sport Taucher) are two european dive companys. The TL** ( Zweistern-Tauch-Lehrer) is the equivalent to the PADI MSDT Licence.
These licences are translated into european dive-laws.
The EFR-Instructor (Emergency First Response) is a first and secondary care provider combined with the MSDT. It includes the teaching of CPR and the willingness to provide help in medical issues.
In the diving-communtity it is taught with a special attention to diver-medic.

For this licence there are special drills in situation of lost, unconcious and non breathing divers or swimmers.
The Freedivers Licence by VDST stands for itsself. It says that breath-hold-diving up to 25m should be enough.
